UMLP partner banks are provided with advisory support in the frame of technical assistance package. As banks staff get more and more experienced in applying the SME lending technology, they gradually take over the full range of management functions in this line of business, including personnel training, and in the end the main goal is achieved, when banks handle their MSE lending on a fully independent basis without assistance from the UMLP consultant. During 11 years of the UMLP operation the following 10 institutions participated in the programme - Raiffeisen Bank Aval (former Aval), Privat Bank, Bank Forum, ProCredit Bank, Nadra Bank, Kreditprombank, Kredobank, Megabank, Rodovid Bank and Bank Lviv.
The implementation of the Programme can be relatively divided into two phases. The first one lasted from 1997 till 2006, during which Raiffeisen Bank Aval, Privat Bank, Bank Forum, ProCredit Bank, Nadra Bank, and Kreditprombank actively participated in the UMLP.
The first bank to join the programme was Raiffeisen Bank Aval (former Aval) in April 1997. Its first micro lending unit, which consisted of 4 loan officers, was opened in Kyiv. In the course of nine years of close cooperation the UMLP has trained over 170 bank's loan officers in the field of micro lending. In 2007, when all SME lending functions were delegated to the bank, the cumulative loans disbursed amounted to 50,000 loans and more than 100 SME lending units were operating in 35 cities of Ukraine.
In December 1997 the second bank - Privat Bank - joined the programme. During the first month of work, the micro lending unit, which consisted of 2 loan officers, issued only one loan. End of 2002, after a five years-period, 120 loan officers were disbursing monthly about 600 micro loans. In 2007 the UMLP handed over all loan approval and training responsibilities. As of April 2008 the bank disbursed almost 260,000 loans, 458 micro lending units operated all over Ukraine, in which worked more than 2,000 loan officers.
In 2000 Bank Forum became a partner bank of the UMLP. During the first five months only one loan officer had been involved in micro lending business. Over the years the micro lending staff gradually increased as well as monthly disbursements. As of January 2009 the bank granted 32,000 loans to small business. Today 205 loan officers work in 92 micro lending units. Since 2008 the bank has been handling its MSE lending on a fully independent basis.
In February 2001 the Microfinance Bank (later renamed to ProCredit Bank) was established exclusively for financing micro and small businesses. The shareholders of the bank are international financial organisations and companies, which are focused on supporting business and economy development in Europe and all over the world. From the beginning on the bank started actively to develop its branch network and to increase the number of loan officers. Today the bank employs about 370 loan officers and has 27 micro lending outlets. Since its establishment the bank has issued 166,000 loans.
In April 2002 micro lending units were set up in Nadra Bank. During the very first days the bank opened several micro lending units in various cities. In 2006 the bank set up a separate MSE division within its structure, targeting at providing full-range bank services to small and medium business. In September 2008, when the bank was delegated full authority, micro lending units of Nadra Bank operated in all regional centres and in smaller towns employing 730 loan officers. Within the period of cooperation with the UMLP Nadra Bank disbursed 67,000 micro loans.
Kreditprombank joined the UMLP latest in the beginning of 2004. For the five years more than 17,700 loans were disbursed. By today the bank has more than 73 micro lending units, which employ over 170 loan officers.
By the end of 2006 technical assistance provided to all of the aforementioned banks was reduced to minimum. Most of them were handling their micro lending business using IPC GmbH technology with very little support of the UMLP Consultants, which allowed focusing on attracting new partner banks. During this second phase the following banks participated in the Programme: Kredobank, Megabank, Rodovid Bank, and Bank Lviv. Today technical assistance is provided to Kredobank, Megabank and Bank Forum, the cooperation with which was resumed in March-April 2009.
In October 2006 Kredobank became a partner bank of the UMLP. During the first four months the UMLP trained more than 30 loan officers and opened micro lending units in Lviv, Simferopol, Mykolaiv, Donetsk, Kharkiv, Ternopil, and Khmelnytskyi. Today the bank has 24 micro lending units, which operate in 15 cities. As of the end April 2009 the bank disbursed 769 loans to small business.
Megabank joined the UMLP in November 2007 by opening micro lending units in 4 cities - Simferopol, Dnipropetrovsk, Lviv, and Kharkiv. Since then the bank has been actively developing micro lending business. As of today the bank has 12 micro lending units employing over 27 loan officers, which has already disbursed 400 loans.
Rodovid Bank became a partner bank of the UMLP at the end of 2007. During one year of cooperation the bank opened 13 micro lending units in 7 cities of Ukraine. The UMLP trained 22 loan officers, who disbursed 265 loans. In January Rodovid Bank exited the Programme.
The latest bank to join the Programme was Bank Lviv, who became a partner at the end of 2008. During three months the bank opened 24 micro lending units, which has disbursed 13 loans. Ten loan officers were trained in the framework of the UMLP. At the end of the first quarter of 2009 the cooperation with the UNLP was suspended due to certain changes in Ukrainian banking sector and worsening of economic crisis.
Since 1997 the UMLP conducted above 300 seminars and trained more than 4,200 loan officers and employees of the partner-banks in the field of micro lending.
At the moment the main targets of the UMLP are proper loan portfolio management in crisis conditions and development of agro lending in partner banks.
